Sgt Vonn Layel, Multiple Enforcement Team
The Special Operations Bureau (SOB) is commanded by a Lieutenant and two Sergeants. The SOB is comprised of seven specialized units. The Multiple Enforcement Team, Narcotics Unit, Police and Corrections Team, Air Unit, Drug Court Program, Crisis Negotiations Team, Alcohol and Beverage Control.
The Multiple Enforcement Team (MET) is supervised by a Sergeant. MET is a proactive group of officers whose responsibilities include monitoring and suppressing gang activity, addressing emerging crime patterns and series, and conducting investigations on gang-related crimes. MET also serves as the department’s Special Weapons and Tactics Team (SWAT). MET is also responsible for graffiti issues.
The MET team is also comprised of Police and Corrections Team. A MET Officer is assigned as liaison to a team consisting of four to five Parole Officers. The Team is responsible for monitoring parolee’s compliance and terms of parole.
The Narcotics Unit is supervised by a Sergeant. This unit addresses the issues of sales, distribution and use of illegal drugs. The Sergeant assigned to this unit is also responsible for the supervision of the Drug Court Program, the Air Support Unit and the Crisis Negotiations Team.
Drug Court Officer duties include home visits, testing, GPS monitoring, frequent telephone checks and taking clients into custody when appropriate.
The Air Support Unit provides aviation support to the Redlands Police Department with the goal of enhancing the safety of officers and the public, reducing crime and increasing community support for law enforcement
The Crisis Negotiations Team responds to incidents that involve barricaded and/or suicidal subjects. Using highly skilled and trained negotiators, the team strives to resolve incidents as peacefully as possible, thereby reducing the risk of injury or loss of life.
The Alcohol and Beverage Control Liaison officer oversees the enforcement of State laws and rules that retail licensees must follow. This Officer is in charge of coordinating decoy operations effecting grocery and liquor stores.

Redlands Police Chief Mark A. Garcia and Fire Chief Jeff L. Frazier will hold a joint town hall meeting at 6 p.m. Wednesday, June 26, in the Redlands City Council Chambers. The meeting will be televised live to cable television customers on Redlands TV.
Frazier and Garcia will answer questions regarding public safety issues.
In addition to answering questions from the audience, the Police and Fire Chiefs will also take questions by email and live via the Redlands Police Department’s Facebook page at www.Facebook.com/RedlandsPoliceDepartment and the Redlands Fire Department’s Facebook page at www.Facebook.com/RedlandsFireDepartment. Questions will be answered live online as time permits.
The Town Hall meeting is part of the City of Redlands’ efforts to promote citizen involvement, in keeping with the City’s commitment to transparency in every aspect of City government. By televising the meeting and taking questions via email and Facebook the departments hope to accommodate residents and address concerns of those who have other commitments or obligations but wish to have specific questions answered.
The town hall will begin at 6 p.m. Wednesday, June 26, in the City Council Chambers at 35 Cajon St. All are welcome and there is no cost to attend. Spanish translation will be available both at the meeting and online.
